Before reaching out, get clear on what you actually need help with. Common categories:

  • Simple PA-40 plus local EIT.

CPA vs enrolled agent vs attorney

These three credentials show up most often:

  3. For federally licensed preparers (EAs, CPAs, attorneys), check the IRS Federal Tax Preparer Directory.

Asking about PA-specific experience

PA's flat income tax, local EIT system, and inheritance tax are different from most other states. Useful questions to ask:

  • How many PA-40s do you file each year?
  • Do you file local EIT returns?
  • Have you handled PA inheritance returns (REV-1500)?
  • Do you have clients in my municipality or county?

Asking about pricing before work starts

Reasonable PA tax-prep pricing depends on complexity. Hourly rates are common for advisory work; flat fees are common for simple PA-40s and local returns. Ask:

  • Is this a flat fee or hourly?
  • What's the estimated total range?
  • What happens if scope expands mid-engagement?
  • How do you handle out-of-pocket costs (e-file fees, postage)?

Engagement letters and records

Always get a written engagement letter. It should list the scope of work, the fee structure, and what happens if either side wants to end the engagement. Save copies of returns, signed forms, and correspondence for at least three years.

Several free programs help PA taxpayers with basic returns:
